The MDAC records travel information. It does not establish your visa eligibility or permitted stay in Malaysia. Those rules depend on nationality, residence, travel purpose and route.

Who needs an MDAC?
Foreign visitors generally need an MDAC unless an official exemption applies. Malaysia lists exemptions for Singapore citizens, diplomatic and official passport holders, Malaysian permanent residents and long-term pass holders, and specified Brunei, Thai and Indonesian border-document holders.
A departure from the US, Canada or Europe does not itself determine an exemption. Check the passport and immigration status of each traveler against the official list. A visa, where required, is separate from the arrival declaration.
Prepare for the official three-day window
- Open the Immigration Department’s MDAC portal and check its registration instructions.
- Use your Malaysia arrival date to plan submission within three days before arrival. Follow the dates accepted by the portal.
- Have your passport, transport details, accommodation address and contact information ready. Compare the final entries with your bookings before submitting.
- Keep the registration details and any confirmation accessible during your journey. If the portal cannot resolve your question, use its linked official enquiry system.
Connecting through Singapore or another country
Review each border crossing separately. A Singapore arrival declaration does not replace a Malaysian one, and a flight connection is not necessarily an entry into the transit country.
When asking for help, describe whether you will pass immigration, collect baggage or stay overnight. Include your passport-issuing country and Malaysia arrival date, without sharing your passport number. This gives your question more useful context than your departure airport alone.
